The “Thematic Network” concept originated in 2005 at the Centro de Pesquisas da Petrobras (Cenpes), and provides a technical and administrative solution that enables, in an optimized manner, the implementation of large investments in national Science and Technology Institutions, with a focus on the technological challenges of Petrobras and on the promotion of the sustainability of the industry-academia partnership process. In the light of the prevailing legislation (ANP Resolution 2005/033, published in the DOU November 25, 2005), those concessionary exploration and production companies in Brazil subject to Special Participation taxation, are required annually to invest a certain amount in Brazilian universities. As an investment management mechanism, initially the Petrobras - Universities Thematic Networks sought to overcome difficulties inherent in ICTs in terms of infrastructure, sponsoring the establishment/update of key laboratories demanded by the oil sector. At the same time, in a positive and constructive process of technical-scientific partnership, Petrobras and the institutions began to share responsibility in the search for solutions to the challenges faced by the Company, through the implementation of research project partnerships on themes relevant to the interests of Petrobras, in its various segments. The relationship via Thematic Networks model is now in its seventh year, and is already demonstrating it has achieved noticeable progress and gains for science and technology in the country.
